Biography
Lieutenant Colonel Lawrence R. Dowling,
Florida Air National Guard (Retired)
Director of Air National Guard Programs, National Aerospace Organization
Lt Col Dowling served on Active Duty in the USAF for 9 years
and in the Florida Air National Guard for 16. He was
primarily an Air Defense Alert F-16 and F-106 pilot and
Instructor Pilot, but also managed projects with up to $15
million budgets, and supervised up to 128 people. He wrote
Operational Plans, prepared for and lead unit deployments,
and managed Alert Force scheduling and payroll of $1.5
million a year. He served one year at the Florida Air
National Guard Headquarters in St Augustine as Director of
Communications and assisted with the stand up of five new
Florida ANG units.
During his final
four years, Lt Col Dowling was the 125th Fighter Wing Vice
Commander. In this position, he was involved in long
range planning, budgeting, purchasing, and staffing
decisions to ensure effective and cost efficient use of
resources and personnel. He was in charge of Headquarters
Staff, Public Relations, served on the Battle Staff,
conducted Wing directed investigations, and supervised
preparations for all major Air Force inspections and visits.
The Wing received rating of Outstanding on both USAF
Operational Readiness Inspections during this time, and
Outstanding or Excellent on all other inspections.
Lt Col Dowling
retired in 2000, and has since been a civilian contract
simulator instructor at Moody AFB, Florida National Guard
Civilian Contractor in Military Travel Pay & Homeland
Defense CERFP Project Manager, and a United Airlines Pilot
in Chicago and Washington DC flying to Europe, South
America, Caribbean and North America.
